The purpose of these Regulations is to enable all users of the Library to make the fullest use of the collections. Unless otherwise stated, the Regulations apply to all libraries administered by the University Librarian. In the Regulations, the word "book" means any book, pamphlet, periodical, manuscript, map, microform or other material in the custody of the Librarian. Modifications of these Regulations will be reported to Senate and will be incorporated into the University Calendar.
Users of the Library are reminded that Library Regulations have the force of University Regulations for discipline. Any penalties imposed for breaching the Regulations fall within the framework of the University's disciplinary system.
1. ADMISSION TO THE LIBRARY
(a) Admission as a Reader
The following have the right of admission as readers:
- members of the University as defined in Section 2 of the Statutes;
- all members of the University not included under 1(a)(i);
- members of staff as defined in 1(a)(i) and 1(a)(ii) who have retired from service at the University;
- members of staff employed by the Natural Environmental Research Council at the National Oceanographic Centre, Southampton;
- members of staff of organisations which have made special financial arrangements with the University explicitly for the delivery of Library Services.

(b) Admission as a Borrower
The following have the right of admission as borrowers:
- Members of Court and Council, members of University staff as defined in 1(a)(i) and 1(a)(ii);
- students registered for internal courses leading to a degree, diploma or certificate of the University;
- members of staff as defined in 1(b)(i) who have retired from service at the University;
- members of staff employed by the Natural Environmental Research Council at the National Oceanographic Centre, Southampton;
- senior members of staff and students of organisations which have made special financial arrangements with the University explicitly for the delivery of Library Services.

The privilege of borrowing from the Library is also extended to certain other categories of person. A complete list is in Library Regulations Schedule 1, which is available on the Library website.
The privilege of borrowing from the Library does not include access to the Short Loan Collection or the Inter-Library Loan Service.
(c) The Privilege of Using or Borrowing
The privilege of using or borrowing from the Library can be restricted or withdrawn by the Librarian if, in his or her opinion, circumstances warrant this.
(d) The Right of Using or Borrowing
The right of using or borrowing from the Library cannot be restricted or withdrawn by the Librarian
except as a penalty for a breach of Library Regulations including provisions made in the Library Schedules. Any such penalty is subject to appeal through the normal channels.
2. CONDUCT IN THE LIBRARY
Any disorderly conduct in the Library, or any behaviour which unfairly inconveniences other users or causes damage or the risk of damage to books and library furniture, constitutes a breach of the Regulations. The person responsible may be penalised by the Librarian; this may include the suspension of access and borrowing rights.
Regulations for orderly conduct in the Library include the following:
- Use only the prescribed entrances and exits.
- Do not take bulky personal possessions (suitcases, etc.) into the Library if requested not to do so by a member of Library staff.
- Maintain silence in the reading areas so as not to disturb other users. Quiet talking only is allowed in the study rooms.
- Talking on mobile phones is only permitted in specific areas. Switch mobile phones to silent mode upon entering the Library.
- Do not use laptops in designated laptop-free areas.
- Do not smoke in the Library.
- Do not consume food or drink in the Library; bottled water may be used in the Library as long as the bottle has a screw top and is not left open on the desk. Food must remain wrapped or in containers and must not be opened whilst in the Library.
- Do not damage or deface any Library book or other Library property.
- Show your reader or borrower ticket to a member of Library staff if asked to do so.
- Show your books, briefcases, etc., to a member of Library staff when leaving the Library, if asked to do so.
A reader vacating his or her place will be deemed to have left the Library. His or her books and papers may be cleared by Library staff after a period of thirty minutes.
3. BORROWING
- Books must not be removed from the Library unless they have been borrowed in accordance with the Regulations.

- Books borrowed from the Library must not be taken abroad unless special permission has been obtained from the Librarian.
- The Librarian may require the immediate return of any book from any borrower after it has been on loan for 7 days during term or vacation.
4. ACCESS TO THE LIBRARY
- Details of opening hours of the Library are available from the Library website.
- All users of the Library's electronic materials must abide by the University Regulations for the use of Computers and Data Communications as set out in Section IV of the University Calendar.
- Everyone in the Library must leave the building immediately when the emergency alarms sound or when asked to do so by a member of staff.

SCHEDULE 1
Admission to the University Library as a Reader and a Borrower
- Admission as a Reader
In addition to those admitted as readers under Library Regulations 1(a), the privilege of admission as a reader may be accorded to others at the discretion of the Librarian normally following receipt of a written application on the standard form required by the Library.
Successful applicants will be issued with an External Reader Ticket which must be produced on demand when visiting the Library.
In considering applications, the Librarian will have regard to the library needs of the applicant and the suitability of the resources of the University Library in comparison with other libraries.
- Admission as a Borrower
In addition to those admitted as borrowers under Library Regulation 1(b), the privilege of admission as a borrower may be accorded to others at the discretion of the Librarian normally following receipt of a written application on the standard form required by the Library.
In considering such applications, the Librarian will give preferential consideration to applicants in the following categories:
- Members of the University of Southampton Society.
- Academic staff and occupants of staff equivalent research posts in the colleges accredited by or providing courses validated by the University of Southampton.
- Persons engaged in study or research in the field of Jewish and non-Jewish relationships or other related fields.
- Teachers and others engaged in education services in the region.
- Junior members of the paramedical professions and administrative staff of hospitals working within the Wessex Regional Health Authority area (as recommended by a senior member of their unit or division).
In considering other applications, the Librarian will have regard to the special needs of the applicant and the suitability of the Library's resources for those needs. Some categories of borrower will be required to pay charges.
