Genetic Modification and Bio-Safety Committee

Terms of Reference
  1. To consider, monitor, provide guidance and make recommendations to the Safety and Occupational Health Committee on all matters relating to safety in work involving genetic modification as defined in the Genetically Modified Organisms (Contained Use) Regulations 2000.

  2. To consider, monitor, provide guidance and make recommendations to the Safety and Occupational Health Committee on matters relating to safety in work involving Group 31 dangerous pathogen activities under The Control of Substances Hazardous to Health Regulations (COSHH) [2002], Regulation 7(10) Schedule 3 "Additional provision relating to work with biological agents". In exceptional circumstances only will this remit extend to non-GM Group 2 dangerous pathogen activities.

  3. To include verification of risk assessments of such work, registration of workers and statutory notifications made to the Health and Safety Executive in accordance with the same named published guidance.

  4. To receive for scrutiny, approval, HSE notification and review risk asessments, Codes of Practice and standard operating procedures for activities (i) and (ii) above.

  5. To consider and make recommendations to the Safety and Occupational Health Committee on reports received from the Biological Safety Officers on procedures adopted by Schools on work in the fields specified in (i) and (ii) above.

  6. To conduct safety inspections of work and facilities identified in (i) and (ii) above to monitor implementation of the regulations and to review the outcomes of these inspections.

1 This group of dangerous pathogens will include three specified hazard Group 2 agents listed in Part V of the Schedule 3:
  • bordetella pertussis
  • corynebacterium diphtheriae
  • neisseria meningitidis
(Other agents may be considered as judged appropriate or necessary.)
