    Research Strategy Committee
    Terms of Reference

    1. To consider and to advise the Policy and Resources Committee and Senate, as appropriate, on matters relating to the University's strategy and policy for research, and on the deployment of resources for such purposes.
    2. In collaboration with the budgetary groups, to set specific research targets and to monitor performance against these targets.
    3. To lead the University's response to national research assessment and similar exercises, and to develop the University's research strategy and policy in the light of the results.
    4. To foster and enhance the University's relationship with key external agencies funding research.
    5. To respond to national consultations following appropriate internal and external consultation.
    6. To keep under review the financial and other implications of externally-supported research.
    7. To allocate funds within the budget allocated by Council to support research related activities and to receive reports on the use of these funds.
    8. To receive reports from faculties on their research strategies and to monitor research performance against departmental objectives.
    9. Through the Enterprise and Innovation Strategy Committee, to promote innovation and exploitation based on the University's research base.

    Learning & Teaching Strategy Committee
    Terms of Reference

    1. to be responsible for the development, implementation and monitoring of the University's learning, teaching and assessment strategy on behalf of Senate; to make appropriate recommendations to the University on the allocation and deployment of resources in support of learning and teaching;
    2. to receive from Faculties annual statements on the progress of Departments in developing their own learning, teaching and assessment strategies and provide feedback to them;
    3. to work with the providers of learning resources to develop a University learning resources strategy consistent with the aims and objectives of the learning and teaching strategy, to be responsible for the dissemination of good practice in learning and teaching;
    4. to make recommendations about provision of appropriate services and facilities in support of learning and teaching and to ensure appropriate co-ordination between them;
    5. to receive regular reports from the Steering Committee for the Centre for Learning and Teaching and those academic service groups who support teaching and learning and to make recommendations about the provision of appropriate professional development activities for staff who teach or support teaching;
    6. to liaise with and make recommendations to, the Personnel Policy Committee about the identification of criteria and mechanisms that strengthen the recognition and reward of high quality by teaching staff;
    7. to receive reports and recommendations from the Academic Standards and Quality Committee so as to ensure that the University's internal quality assurance procedures are fully embedded in all levels in the learning and teaching strategy and provide evidence of commitment to continuous quality enhancement.

    The Learning Resources Sub-Committee of the Learning and Teaching Strategy Committee
    Terms of Reference

    1. to formulate an institutional policy or vision on the future use of C&IT in learning and teaching within the University, as the basis for a Learning Resources Strategy;
    2. to develop the Learning Resources Strategy and action plan, specifically addressing the University Learning and Teaching Strategy, and promote its implementation;
    3. to identify teaching developments contributing to enhanced student learning and consider the further development or dissemination of existing expertise, interests, services and facilities, with particular emphasis on the promotion of partnerships between academic departments and academic support groups;
    4. to recommend strategic priorities for funding innovative uses of learning resources, the development of teaching methodologies and student access to computing, library and other resources, taking account of students' diversity in relation to resources;
    5. to receive and evaluate annually in April from each academic support group a formal statement of their strategic priorities in pursuing the University Learning and Teaching Strategy;
    6. to report progress on the above to LTSC and to provide an annual progress report to the Director of Planning by July for inclusion in the University's Operational Statement to the Higher Education Funding Council for England.

    Widening Participation Sub-Committee of Learning & Teaching Strategy Committee
    Terms of Reference

    1. To be responsible for leading the implementation, monitoring and development of the University's widening participation strategy, reporting though LTSC to Senate.
    2. To work closely with University Committees responsible for recruitment, admission and welfare services to stimulate the development of appropriate means of marketing, recruitment, admissions, induction, learning and welfare support for a widening group of students.
    3. To make appropriate recommendations through LTSC to Senate on the allocation and deployment of resources in furthering the widening participation strategy.
    4. To conduct a dialogue with other providers within the region and ensure effective co-ordination between the University's strategy and those of its closest collaborators.

    Academic Planning Sub-Committee of Learning and Teaching Strategy Committee
    Terms of Reference

    1. To receive at the Summer Term meeting initial thoughts from each Faculty/College for new and revised undergraduate and postgraduate instructional programme developments to be presented for validation in the following academic year. (A 'fast track' route would be available when external deadlines dictated timing.) If major obstacles are not detected at this initial sharing of information, Preliminary Planning Information forms normally to be submitted to the Quality Assurance Unit by 30 September annually.
    2. To receive notice of all programme developments by each Faculty/College at sub-degree level: sub-degree is defined as levels leading up to (and not including) level 1 undergraduate and to consider the academic/strategic implications for competition, collaboration, quality assurance and academic standards.
    3. To monitor all collaborative links between each Faculty/College within the Partnership and with other external providers regionally, nationally and internationally; such monitoring to oversee the academic and strategic implications; to audit their significance as a contribution to widening participation and lifelong learning and to ensure adequate and effective quality assurance procedures are established and maintained.
    4. To encourage proactive collaboration in programme developments within/outwith the Partnership as means of enhancing learning opportunities across the region.
    5. To receive annually (normally at the spring Term meeting) a list of programmes being withdrawn from offer permanently.
    6. To receive for information a copy of submissions as part of bidding exercises instituted by the Funding Bodies.

    Academic Standards and Quality Committee
    Terms of Reference

    1. To provide a forum for debate and decision on quality assurance procedures and policy in the University;
    2. To keep quality monitoring procedures under review and make recommendations about strengthening them where appropriate;
    3. To develop, monitor and ensure adherence to University-wide quality assurance procedures and policy, on behalf of Learning and Teaching Strategy Committee, and to enhance the quality of academic provision through dissemination of good practice;
    4. To scrutinise, and where appropriate, on behalf of Senate, approve proposals for the introduction of new undergraduate and postgraduate instructional taught programmes and collaborative provision to be offered by the University, major changes to existing programmes and any consequent modifications to programme regulations;
    5. To scrutinise Annual Quality Assurance statements from Faculties and accredited colleges and provide feedback and guidance, as appropriate, on issues arising therefrom; to approve/approve subject to conditions/reject annual statements;
    6. To consider and, where appropriate, approve on behalf of Senate, proposals for the introduction and review of undergraduate and postgraduate instructional taught programmes to be offered in institutions to be accredited by the University under the Instrument of Accreditation on each case;
    7. To consider and, where appropriate, approve on behalf of Senate, the appointment of external examiners for taught undergraduate and postgraduate instructional programmes recommended by Faculties and accredited colleges.

    Programme Approval Sub-Committee of Academic Standards and Quality Committee

    1. To scrutinise faculties' proposals for new taught programmes of study and major changes to existing taught programmes;
    2. to make recommendations to the Academic Standards and Quality Committee on granting academic approval to faculties' proposals for new taught programmes of study and major changes to existing taught programmes;
    3. to make recommendations to the Academic Standards and Quality Committee and/or Senate on granting approval of programme specifications for all existing and new taught programmes of study;
    4. to advise the Academic Standards and Quality Committee on procedures for the academic approval of taught programmes;
    5. to advise the Academic Standards and Quality Committee on other academic issues arising from the Sub-Committee's work.

    Research Support Sub-Committee
    Terms of Reference

    1. To develop and monitor quality assurance procedures, on behalf of LTSC, in relation to research students in the University and the Accredited Colleges, and to receive annual quality assurance statements from each faculty and college.
    2. To keep under review and, where appropriate, recommend changes to the regulations and Code of Practice relating to PhD, MPhil, and any other research degrees.
    3. To make decisions on matters delegated to it by Senate and LTSC, including the appointment of research degree examiners; extensions of research degree candidature; applications to exceed the maximum word limit for theses or to submit theses in a language other than English; and on any other matter relating to the regulations for research degrees.

      Colleges Research Degrees Committee
      Terms of Reference

      The Colleges Research Degrees Committee is a joint College/University committee which reports to the University Research Support Sub-Committee. Its role is to:

      1. make decisions on the admission, candidature, progress and examination of all research candidates in the Accredited Colleges, within the academic areas approved for this purpose by the University and the Academic Planning Sub-Committee;
      2. develop and monitor appropriate quality assurance procedures in accordance with the University's Research Environment Statement and the Regulations and Code of Practice governing such candidature;
      3. report to the Research Support Sub-Committee on these and other related issues.

      Academic Support Services Committee
      Terms of Reference

      1. To advise the Director of Academic Support Services in promoting the convergence, coordination and enhancement of the services offered by the Library and Computing Services and their interaction with cognate services provided by other budgetary groups.
      2. To consider and advise the appropriate committees of Senate and Council, on Academic Support Services policy and strategy. Inter alia this will include advising on the needs and priorities for converged Library and Computing Services in support of learning, teaching and research activities and administration.
      3. To make recommendations regarding income and expenditure for the Library and Computing Services to the appropriate committees of Senate and Council.
      4. To review the effectiveness of the services provided by the Library and Computing Services, and their interaction with those provided within other budgetary groups, in meeting the University's requirements.
      5. To receive reports from sub-committees, including:

      Terms of Reference

      1. To advise Senate on University matters relating to the University Royal Naval Unit, non-academic aspects of the RN Engineering Sponsorship Scheme, the Officer Training Corps, the University Air Squadron and to act as a liaison committee between the University and these units.
      2. To encourage co-operation with other service units in the area.
      3. To represent the University in the activities of the Council of Military Education Committees.

      Recruitment Strategy Sub-Committee of Learning & Teaching Strategy Committee
      Terms of Reference

      1. To be responsible for development, implementation and monitoring of the University's undergraduate and postgraduate student recruitment strategy and policy on behalf of LTSC
      2. To make appropriate recommendations through LTSC to Senate (or, where appropriate, directly to Senate) on changes required in order to enhance student retention (where the latter has an implication for future recruitment of students)
      3. To receive reports from the Postgraduate and International Recruitment Task Force and to take forward issues arising from these
      4. To work closely with the Widening Participation Sub-Committee in order to ensure coherence
      5. To review management information requirements in respect of student recruitment strategy and recommend changes in the University's management information/computing strategy as appropriate to ensure that requirements can be met
      6. To receive regular marketing data and integrate it with strategic thinking
      7. To ensure that university student recruitment strategy underpins institution-wide implementation of the University's Equal Opportunities policy.
